AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the regulator explained in a analysis released ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the report indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their political views, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be keenly observed across the continent for the showing of the PVV.

The far-right party of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
